Provider: Harborline Plumbing ("Harborline," "we," "us"), a licensed California plumbing contractor, San Diego, CA.
Customer: The homeowner identified in the enrollment record ("you").
Covered Property: The single-family residence identified in the enrollment record (the "Property").
1. What This Agreement Is
This is a service and repair coverage agreement between you and Harborline Plumbing. It is not an insurance policy and is not issued by an insurance company. Under it, Harborline — the company that personally inspected and serviced your home's plumbing — agrees to provide all labor to repair or replace Covered Components that fail from normal wear and tear during the coverage term, subject to the terms, limits, and exclusions below. This is labor-only coverage: parts, materials, fixtures, and equipment for covered repairs are billed to you at Harborline's member pricing (your plan's member discount applies to them).
Coverage exists only because we documented your plumbing first. Every covered home receives a Baseline Inspection (Section 3) in which our technicians photograph and record every accessible fixture and fitting, video-scope the main sewer line (on Sewer plans), and perform onboarding service (water heater flush or descale, aerator cleaning, stop-valve exercise, and minor adjustments). That documented baseline is part of this Agreement and controls what is covered.
2. Definitions
- Baseline Inspection — the initial whole-home plumbing inspection, documentation, and onboarding service performed by Harborline before coverage begins, including the resulting Fixture Inventory, photos, videos, and condition grades.
- Fixture Inventory — the recorded list of the Property's plumbing components with locations, materials, brands, approximate ages, condition grades, and coverage status, maintained in Harborline's system and viewable in your customer portal.
- Covered Component — a component listed in your plan's Coverage Schedule (Section 4) that was (a) recorded in the Fixture Inventory, (b) graded Fair or better at the most recent inspection, and (c) not marked "Excluded" in the Fixture Inventory.
- Normal Wear and Tear — deterioration resulting from ordinary residential use of a component being used for its intended purpose, without damage caused by any person, animal, object, chemical, or external event.
- Coverage Year — each 12-month period beginning on your coverage start date.
- Semi-Annual Inspection — the inspection Harborline performs approximately every 6 months during the term (Complete and Sewer plans) or every 12 months (Essential plan).
3. Eligibility, Baseline Inspection & Waiting Period
3.1 Inspection first — a paid service on every plan. Coverage cannot begin until the Baseline Inspection is completed and Harborline accepts the Property. The Baseline Inspection fee is stated at enrollment and applies to every plan and every billing interval. The inspection is never free — it is the professional service and documentation that makes coverage possible.
3.2 We may decline or limit coverage. Based on the Baseline Inspection, Harborline may (a) accept the Property; (b) exclude specific components (each exclusion is recorded in the Fixture Inventory with a reason — e.g., pre-existing damage, end of service life, improper prior installation, inaccessible); (c) condition acceptance on completing recommended repairs at quoted prices; or (d) decline coverage entirely, refunding any prepaid coverage amounts.
3.3 Pre-existing conditions are not covered. Any defect, damage, leak, blockage, or deterioration that existed before the coverage start date — whether or not visible during the Baseline Inspection — is excluded. The Baseline Inspection record is the presumptive evidence of the Property's condition.
3.4 Waiting period. No claim may be made during the first 30 days after the coverage start date, except for the failure of a component our Baseline Inspection graded Good or Excellent within the prior 60 days.
3.5 Excluded components can earn coverage. If you repair or replace an excluded component (through Harborline or, with our written approval, a permitted licensed contractor), we will re-inspect it and add it to coverage.
4. Coverage Schedules by Plan
All plans include: waived dispatch fees on every service visit, priority scheduling, the member discount of Section 8, and inspection reports shareable with your homeowner's-insurance carrier.
All coverage is labor-only. "Covered" means Harborline performs the repair or replacement labor at no charge, up to your plan's caps; parts, materials, fixtures, and equipment are billed at member pricing with your plan discount applied. Annual coverage caps are measured against the standard labor value of covered work performed. Gas piping, gas valves, and gas connectors are excluded from coverage on every plan (they are documented during inspections for your records only).
4.1 Shield Essential
Covered Components: interior fixture shutoff/angle stops; flexible and rigid fixture supply lines; P-traps and fixture tailpieces/drain arms (through the wall or floor connection); toilet internal components (fill valve, flush valve, flapper, supply); accessible interior branch drain lines (stoppage clearing at fixtures). Inspections: annual. Annual coverage cap: $1,500.
4.2 Shield Complete
Everything in Essential, plus: storage-tank water heaters (repair; replacement subject to the per-occurrence cap), tankless water heater repairs; tub/shower mixing valves and cartridges; pressure-reducing valves; hose bibbs; washing-machine box valves; garbage disposal (repair or standard replacement). Inspections: semi-annual. Annual coverage cap: $4,000.
4.3 Shield Complete + Sewer
Everything in Complete, plus: main building drain and sewer lateral stoppage clearing (unlimited reasonable occurrences); annual recorded sewer camera inspection; sewer/main drain spot-repair allowance up to $1,500 per Coverage Year for wear-and-tear failures documented as serviceable at baseline. Inspections: semi-annual. Annual coverage cap: $6,000.
4.4 Shield Flagship
Everything in Complete + Sewer, plus included preventive services and premium terms: (a) one water-heater flush or tankless descale per Coverage Year; (b) one preventive drain cleaning per Coverage Year (through an accessible cleanout or fixture); (c) after-hours emergency dispatch fees waived 24/7 on every call, covered or not; (d) same-day priority response during business hours; (e) rate lock (Section 9.7); (f) transfer re-inspection fee waived on sale of the Property (Section 10). Inspections: semi-annual + annual sewer camera. Annual coverage cap: $10,000. Member discount: 25%.
4.5 Per-occurrence sub-limits (all plans where applicable)
- Water heater replacement (tank, like-for-like standard efficiency): labor covered up to $1,800 of labor value; the replacement unit and materials are billed at member pricing.
- Slab-penetrating or under-slab access: up to $1,000 per occurrence toward access; excavation beyond that billed at member rates.
- Drywall/finish access: we open what we must and provide a rough patch only — texture, paint, tile, stone, cabinetry, and finish restoration are your responsibility.
4.6 Leak-detection & auto-shutoff devices (optional paid service, all plans)
Harborline installs insurer-recognized smart leak-detection and automatic water-shutoff devices (e.g., Moen Flo, Phyn) for Shield members. Device hardware and installation are always billed to you — at your plan's member discount — and are never included free with any plan. Many insurance carriers offer premium credits of roughly 5–20% for these devices and require installation by a licensed plumber; we provide the installation documentation your carrier or agent needs, record the device in your Fixture Inventory, and verify its operation at every Shield inspection. Installation workmanship carries our standard workmanship warranty; the device hardware itself is covered by the manufacturer's warranty, not by this Agreement. Insurance discounts are set by your carrier and are not guaranteed by Harborline.
5. Exclusions — What Is Never Covered
We cover plumbing that wears out on its own. We do not cover plumbing that something — or someone — broke. The following are excluded from coverage (but eligible for member-discounted repair under Section 8):
5.1 Damage caused by people, animals, or objects
- Impact, force, or crushing damage to any component — including, without limitation, P-traps, tailpieces, supply lines, and stop valves struck, kicked, knocked, or compressed by stored items, trash cans, cleaning equipment, or any other object placed under a sink or against exposed plumbing. A P-trap that is leaking because it was hit is not "worn out"; it is damaged, and it is not covered.
- Damage from moving appliances or furniture; damage during renovations, pest work, flooring, or any other trade's work.
- Repairs, alterations, or "fixes" attempted by anyone other than Harborline — including hand-tightened, over-tightened, taped, glued, or improvised connections. Any component another party has worked on since its last Harborline inspection is excluded until we re-inspect it.
- Vandalism, tampering, or damage by tenants, guests, children, or pets.
5.2 Misuse and improper substances
- Blockages or component damage caused by flushing or draining foreign objects, "flushable" wipes, feminine products, paper towels, diapers, kitty litter, grease, fats, oils, coffee grounds, eggshells, paint, plaster, or construction debris.
- Damage from chemical drain cleaners (acid or caustic — e.g., sulfuric-acid or lye-based products) to traps, drains, gaskets, or finishes.
- Garbage disposal damage from bones, fibrous waste, utensils, glass, or non-food objects.
- Use of any fixture or component beyond its intended residential purpose.
5.3 External events and conditions
- Tree, shrub, or root intrusion into any drain or sewer line (see Section 8 — this is the most common discounted-repair scenario).
- Earthquake, earth movement, ground settlement, slab heave or subsidence, landslide, flood, storm surge, wildfire, lightning, or any other force majeure event.
- Freezing of pipes or components; damage from water pressure exceeding 80 PSI where no functioning pressure regulator is installed (Complete plans: a regulator we've verified is covered; the absence of one is noted at baseline).
- Corrosive or scaling water conditions materially outside San Diego municipal norms; damage from water softeners/conditioners not maintained per manufacturer instructions.
- Electrical failures external to the component (panel, wiring, surge), gas-supply faults upstream of the appliance shutoff.
- Gas piping, gas valves, flex connectors, and gas leaks of any kind — excluded on every plan. We document gas lines during inspections and will quote gas work separately at member rates.
5.4 Items and systems outside the program
- Appliances themselves (dishwasher, washing machine, refrigerator/ice maker, water filtration/RO systems) — we cover the plumbing to their connection points only.
- Wells, septic tanks and leach fields, sewage ejector/grinder pumps (unless separately scheduled), sump pumps (unless separately scheduled), irrigation/sprinkler systems, pools, spas, fountains, solar water heating, fire-sprinkler systems, and any line on the utility's side of the meter or beyond the property line.
- Faucet and fixture finishes, caulking and grout, cosmetic wear, noise without functional failure.
- Consequential and secondary damage of every kind — see Section 5.5.
- Code-required upgrades, permits and permit fees, seismic strapping, expansion tanks, or reconfiguration required by any authority — quoted at member rates when triggered by a covered repair.
- Homes vacant more than 30 consecutive days (coverage suspends until re-inspection); short-term-rental use not disclosed at enrollment.
5.5 Home damage caused by plumbing failures, leaks, or accidents — never covered
This Agreement covers plumbing repair labor only. It never covers repair or restoration of the home or its contents caused by any plumbing failure, leak, overflow, backup, burst, or accident — whether or not the plumbing component involved was a Covered Component. Excluded without limitation: drywall, paint, texture, wallpaper, flooring and subfloor, baseboards and trim, cabinetry, countertops, framing, insulation, ceilings, mold or mildew remediation, water extraction and drying, damage to furniture and personal property, landscaping and hardscape, and temporary housing or loss of use. These losses are the domain of your homeowner's insurance — which is exactly why Shield provides the inspection reports you can share with your carrier.
5.6 Documentation gaps
- Components not recorded in the Fixture Inventory (e.g., concealed, inaccessible, or added after the Baseline Inspection without notice to us).
- Failures you knew about and did not report within a reasonable time (Section 6.2), where the delay worsened the damage.
6. Your Responsibilities
6.1 Allow inspections. Coverage requires the scheduled Semi-Annual (or annual, Essential plan) Inspection. If we cannot complete an inspection within 60 days of its due date because of your unavailability or refusal, coverage suspends until the inspection is completed (billing continues for up to 60 more days, after which we may cancel).
6.2 Report promptly. Report any leak, blockage, or malfunction within 72 hours of discovery via the portal, phone, or email. Shut off water to a leaking component where practicable.
6.3 Only Harborline works on covered plumbing. Work by others voids coverage on the affected components until we re-inspect them (emergencies excepted where we cannot respond within 24 hours and you notify us within 72 hours).
6.4 Maintain reasonable access to covered components (under-sink areas, water heater closets, cleanouts). Keep heavy storage away from exposed traps and supply lines.
6.5 Tell us about changes — remodels, new fixtures, tenant occupancy, or extended vacancy.
7. Claims Process
7.1 Submit a service request through the portal or by phone. Covered claims incur no dispatch fee and no trade-call fee.
7.2 A Harborline technician diagnoses the failure and documents it (photos/video). We determine coverage in writing, citing the specific section of this Agreement, within 2 business days of diagnosis (immediately for emergencies).
7.3 Covered repairs are scheduled at no cost to you up to the applicable caps. Non-covered repairs are quoted at the member discount (Section 8) — you are never obligated to proceed.
7.4 Emergency response: covered active-leak calls receive priority same-day/next-day scheduling during business hours; after-hours emergency dispatch fees are waived for covered claims on Complete and Sewer plans.
7.5 If you dispute a determination, the baseline and inspection records govern. Disputes go first to management review, then to mediation in San Diego County before any other proceeding (Section 11).
8. Member Discount on Non-Covered Work
As a Shield member you receive the member discount stated in your plan (15% Essential/Complete, 20% Complete + Sewer) off Harborline's standard published rates for any plumbing work at the Property that is not covered — including the classic scenarios:
- Root-damaged or collapsed sewer mains (e.g., a cast-iron or clay lateral cracked by tree roots): excluded from coverage, but repaired, spot-repaired, lined, or replaced at your member discount, applied to trenchless and excavation options alike.
- Impact-damaged P-traps and supply lines (Section 5.1).
- Chemical-damage repairs, foreign-object extractions, remodel work, fixture upgrades, repipes, and code upgrades.
The discount cannot be combined with other coupons and does not apply to permit fees or third-party charges.
9. Billing, Term, Renewal & Cancellation
9.1 Billing. Coverage is billed monthly or annually in advance via automatic payment. The Baseline Inspection fee is billed once at enrollment on every plan.
9.2 Term & renewal. The initial term is 12 months, renewing automatically month-to-month or year-to-year per your billing interval. Renewal notices and cancellation mechanics follow California's Automatic Renewal Law — you may cancel online in the portal at any time.
9.3 Late/failed payment. If payment fails, coverage enters past due status; claims are paused after 10 days and coverage cancels after 30 days unpaid. Reinstatement after cancellation requires a new Baseline Inspection.
9.4 Cancellation by you. Cancel anytime, effective at the end of the paid period. Annual prepayments are refunded pro-rata less covered-claim labor costs already incurred that Coverage Year. The Baseline Inspection fee is a fee for services performed and is non-refundable once the inspection is completed.
9.5 Cancellation by us. We may cancel for non-payment, denial of inspection access, fraud or material misrepresentation, repeated misuse (Section 5.2), or unpermitted third-party work, with 30 days' written notice (immediately for fraud).
9.6 No claims payout on cancellation. This Agreement pays for repairs we perform; it never pays cash.
9.7 Flagship rate lock. While a Shield Flagship agreement remains continuously active and in good standing, its recurring rate will not increase at renewal. The rate lock ends if coverage lapses, is suspended for more than 60 days, or is canceled and later reinstated.
10. Transfer
Coverage may transfer once to a new owner of the Property upon sale, subject to a transfer re-inspection (fee: 50% of the then-current Baseline Inspection fee — waived on Shield Flagship) within 30 days of close. The Fixture Inventory and exclusions carry over as updated by the re-inspection.
11. General Terms
- Limitation of liability. Our total liability under this Agreement in any Coverage Year is the annual coverage cap of your plan. We are not liable for consequential, incidental, or special damages; nothing in this Agreement limits liability that cannot be limited under California law, including for our own negligence in performing work.
- Workmanship warranty. Work we perform under this Agreement carries Harborline's standard workmanship warranty (1 year parts and labor unless otherwise stated), independent of this Agreement.
- Not insurance; relationship to your homeowner's policy. This Agreement is a service contract with the contractor that inspects and services your plumbing. It does not replace homeowner's insurance and does not cover water damage to your home or belongings. With your authorization, Harborline will share inspection condition reports with your insurance carrier.
- Entire agreement; amendments effective on renewal with 30 days' notice. Governing law: California; venue San Diego County. Mediation first (Section 7.5); small-claims excepted.
- Insurance-partner data sharing (optional): you may authorize Harborline to provide your carrier read access to inspection reports for the Property; you may revoke at any time in the portal.
